Project Summary:


The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the-ground, in-country oversight of USAID-funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds efficiently and cost-effectively, with a focus on 1) performance and contextual monitoring and verification services; 2) evaluation services; 3) analysis and reporting services; 4) collaboration, learning, and adaptive management services; and, 5) program support services. the overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:


The Monitoring, Evaluation and Learning (MEL) Consultant will be primarily responsible for providing remote support for planning and implementing Third-Party Monitoring (TPM) and Data Quality Assessments (DQAs) activities. The Consultant will report to Amman based Senior MEL Specialist.


 


Responsibilities:



  • Design and review monitoring and evaluation (M&E) tools including interview guides and surveys.

  • Work with team members to design trainings for TPM Data Collectors.

  • Provide quality data cleaning, validation, and analysis for quantitative and qualitative datasets.

  • Review or edit data in reports as requested and required.

  • Create data visuals and graphical formats as requested.

  • Draft informative and user-friendly TPM reports and presentations for YCLE clients and stakeholders.

  • Design, support, and lead DQAs to ensure the reliability and validity of performance data.



 


Qualifications:



  • Bachelor’s degree in research methods, social sciences, economics, related education sector, or another relevant field required.

  • Minimum three years of experience in planning, monitoring, and evaluation of projects/programs is required.

  • Minimum three years of experience in working with quantitative and qualitative data including survey designs, sampling, and data analysis is required.

  • Experience in mobile data collection, data management and data visualization.

  • Strong report/research writing skills are required (an evidence of previous writing samples might be requested).

  • Ability to write in English is required.

  • Fluency in English and Arabic is required.
